The Netherlands / Nederland, Hagestein, 4 November 2008 During the first week of November a national emergency management exercise, code-named Waterproef (Water Test), is held. Authorities are confronted with several scenarios concerning imminent flooding. Though most parts of the exercise are held on an administrative level only, some of the decisions are worked out in practice, such as reinforcing water defences or evacuating people. In this case a river dike is reinforced with a special fabric and sandbags in order to withstand a higher than usual water level combined with a severe storm. The authorities have called upon the military to provide the necessary manpower.
